The founding compact — the agreement between practitioners and Others that established Kennet's supernatural community as a governed entity with rights, responsibilities, and consequences for breaking the rules.

The Seal of Kennet formalizes what most supernatural communities leave informal: the rules of coexistence. Practitioners and Others agreed to mutual cooperation, protection, and accountability. The Seal gives the council authority, gives the girls legitimacy as investigators, and gives every member of Kennet's community standing to demand justice when the rules are broken. Charles Abrams' ability to lie — his Forsworn status exempting him from the Practice's truth enforcement — made him invisible to the Seal's protections. The compact assumed everyone was bound by the same rules. He wasn't. This loophole is what made the murder possible and the investigation necessary.

Appearance

A formalized compact — not a physical seal in the wax sense, but a binding agreement with the weight of Practice law behind it. The awakening ritual that created the three girls as practitioners was conducted under its terms. Every council vote, every membership decision, every enforcement action traces back to this agreement.
