Water 7 is a city that embodies craftsmanship and impermanence. The greatest shipwrights in the world practice their art here, building vessels that carry dreams across impossible seas — yet their own city is slowly drowning. The annual Aqua Laguna storm floods the lower districts without fail, a reminder that even human ingenuity has limits against the sea. Iceburg, the mayor, leads the Galley-La Company and secretly guarded the blueprints of the ancient weapon Pluton for decades. CP9 agents embedded themselves in the company for five years to recover those plans. This is where the Straw Hats nearly broke apart — where they lost the Going Merry, fought among themselves, and almost lost Robin. It's also where Franky joined, and where the Thousand Sunny was born.

Appearance

A Venice-like metropolis where canals serve as streets and bull-drawn water taxis carry passengers between districts. Buildings rise from the sea on layered stone foundations, connected by bridges and waterways at multiple elevations. Dry docks dominate the industrial quarters, filled with half-built vessels. The city sits lower in the water every year — it's slowly sinking. When Aqua Laguna hits, massive tidal waves crash over the lower levels, and the entire population retreats to higher ground.
