Enies Lobby exists as a statement of absolute authority. The island where night never falls, where justice never sleeps, where the World Government processes those it has deemed guilty — and acquittal is not an option. No one tried at Enies Lobby has ever been found innocent. When Robin was taken here by CP9, the Straw Hats declared war on the World Government itself to retrieve her. Luffy ordered Usopp to shoot down the World Government flag — an act of defiance that shocked the world. The ensuing battle destroyed the island entirely. The Buster Call that the Marines unleashed to prevent the Straw Hats' escape reduced Enies Lobby to rubble, destroying their own judicial seat rather than letting pirates escape it.
An island suspended over a massive hole in the ocean — a bottomless waterfall known as the Gates of Justice. Sunlight blazes from every angle despite the time of day, casting no shadows anywhere on the island. Fortress walls, courthouses, and the Tower of Justice rise in tiers. The architecture is imposing government stone — designed to make the accused feel small. The main gate features enormous doors that open into the abyss below.
