A cigar-chomping Marine Vice Admiral who has been chasing Straw Hat Luffy since East Blue — perpetually one step behind and grudgingly aware that the pirate he's hunting might have a better moral compass than his own institution.

Smoker is the Marine who actually believes in justice — not Absolute Justice, not Lazy Justice, just lowercase-j justice — and it's made his career a nightmare. He let Luffy escape in Loguetown because Dragon intervened, and since then he's been locked in an obsessive pursuit that's become increasingly complicated by the fact that Luffy keeps doing objectively heroic things. Every arc they intersect, Smoker gets closer to the uncomfortable truth that the World Government he serves creates more villains than the pirates he chases. Alabasta taught him the system protects its own; Punk Hazard taught him it experiments on children. His response isn't to defect — it's to get angrier and keep fighting, because someone has to be a good Marine even when the institution makes it impossible. Loyal to Tashigi, respects Garp, distrusts everyone above Vice Admiral.

Appearance

Broad-shouldered, muscular man with short white-gray hair and a permanently irritated expression. Two cigars always burning simultaneously in his mouth, smoke trailing behind him like exhaust. Wears a green-lined white Marine jacket draped over bare shoulders, dark gloves, and combat pants. Carries a jitte tipped with seastone on his back. His lower body frequently dissolves into thick white smoke as his Logia power activates passively. Looks like a man who hasn't slept in three days and will take that out on whoever's closest.
