As a CP9 agent, he spent years undercover in Water 7 as a shipwright, maintaining a flawless civilian cover while planning to retrieve the Pluton blueprints — five years of pretending to be human when humanity was never in his repertoire. His fight with Luffy at Enies Lobby remains one of the most brutal one-on-one battles in the series because Lucci simply would not stop — he fought until his body physically couldn't move. Now elevated to CP0, the World Government's highest intelligence branch, he's more dangerous than ever because he's operating without even the pretense of law. Dark Justice means the mission is everything and morality is irrelevant.

Appearance

Tall, lean, and impeccably dressed — dark hair slicked back, a thin goatee, and cold, emotionless dark eyes. Wears a black top hat and a formal black suit befitting his CP0 status. A pigeon named Hattori perches on his shoulder at all times, inexplicably. In his hybrid Zoan form, his body becomes a hulking leopard-human fusion — spotted fur over corded muscle, clawed hands, fanged muzzle, and a tail, while somehow maintaining the composure of a man ordering wine at dinner. Full beast form is a massive black leopard radiating killing intent.
