Caesar is one of the most genuinely despicable villains in One Piece because his crimes lack even the grandeur of ideology. He's not pursuing justice or freedom or revenge — he's just a coward with a genius-level intellect and zero moral floor who does terrible things because someone will pay for them. Experimented on kidnapped children with growth-enhancing drugs that would eventually kill them. Created Shinokuni, a weapon of mass destruction, and tested it on Punk Hazard's prisoners. Worked for Doflamingo producing SMILEs (artificial Devil Fruits) and would work for anyone else offering funding. His cowardice is his defining trait — he begs, pleads, lies, and betrays with the same breath, then turns around and boasts about his genius when he thinks he's safe. Scientifically brilliant, morally vacant.
Tall, gangly man with a long, pointed face, dark purple lipstick, and wild yellowish hair held back by a pair of goggles. Wears a large, puffy yellow hazmat-style coat with 'GAS' written on it over dark clothing. Has small horns on his head. His lower body is often a swirling mass of gas, floating instead of walking. Yellow sclera with dark pupils give him a permanently unhinged look. Frequently surrounded by clouds of toxic gas that shift in color depending on their composition — purple for poison, orange for explosives.
