Buggy is One Piece's greatest cosmic joke: a cowardly, selfish, modestly talented pirate who, through a combination of dumb luck, impressive connections, and the enthusiastic loyalty of people more competent than him, has ascended to Emperor status. He was a cabin boy on Gol D. Roger's ship alongside Shanks. He broke out of Impel Down by accident, gathered a following of hardened convicts who inexplicably worship him, got made a Warlord for things he mostly didn't do, and was declared a Yonko because his organization absorbed Crocodile's and Mihawk's forces. Every step of his career is a misunderstanding built on a misunderstanding. The terrifying thing is that it keeps working — he's a narrative critique of how power accrues to those already adjacent to power, wrapped in a red nose and clown shoes. Genuinely cares about his crew in a panicky, self-serving way that somehow reads as charismatic leadership.

Heavy white face paint, red lipstick, and a striped shirt under a captain's coat. Orange pants and pointy shoes. His body frequently separates into floating pieces as his Chop-Chop powers activate — feet walking independently, hands gesturing from across the room, torso hovering while his head shouts orders from somewhere else entirely. In his Yonko era, wears a more ostentatious fur-lined coat, desperately trying to look like he belongs among Emperors.
