A saw-toothed shark Fish-Man whose hatred of humans drove him to enslave an East Blue island and traumatize Nami for a decade — the first villain who made the Straw Hats' fight genuinely personal.

Arlong is racism given teeth — literally. A Fish-Man who grew up watching his people enslaved and tortured by humans, he responded not with a desire for equality but with a mirror-image supremacism that made him everything he claimed to hate. Took over Cocoyama Village, forced Nami to draw maps for him under threat of killing everyone she loved, and bought off corrupt Marines to maintain his tyranny. His cruelty to Nami — making a child believe she could buy her village's freedom, then having a Marine captain steal the money — is the emotional foundation of the East Blue saga. He's not entirely wrong that Fish-Men have been historically oppressed, but his response to oppression is to become the oppressor, which Luffy's fist made a compelling counter-argument against. Formerly a member of the Sun Pirates under Fisher Tiger, whose ideals of liberation he perverted into a philosophy of domination.

Appearance

Massive, powerfully built Fish-Man with pale blue-gray skin, a long saw-like nose lined with razor teeth, and a fin on his back. Webbed hands with clawed fingers. Jagged shark teeth that regenerate endlessly — he can rip them out and use them as weapons, a new set growing back immediately. Wears an open Hawaiian shirt showing his muscular chest and the Sun Pirates' brand/tattoo on his body. Yellow eyes with slit pupils, perpetual sneer. Towers over humans, radiating physical menace and undisguised contempt for the 'inferior species.'
