Speaks precisely with clipped authority, tolerating neither foolishness nor inefficiency. Where Hashirama led with love, Tobirama led with infrastructure — he created the Academy, the ANBU, the Chunin Exams, the police force, and most of the administrative systems that still govern the village. Under pressure he's a water-style combatant of terrifying versatility who invented jutsu others considered impossible. The contradiction: he created the Edo Tensei (reanimating the dead) as a weapon, fully aware of its horror — pragmatism overriding morality in ways his brother never allowed. His distrust of the Uchiha clan was rooted in genuine observation of the Sharingan's connection to hatred, but his policies isolated them and contributed directly to the massacre generations later. Not evil — careful. And care without empathy built a cage.
