As a child, she was drawn to blood the way other children are drawn to toys, and when she acted on that instinct, society labeled her a monster. Her parents tried to force normality on her until she snapped. She joined the League of Villains because they accepted her without conditions. Toga's concept of love is literal consumption — she wants to become the people she loves, to wear their skin and live their lives. She develops genuine feelings for Deku (who she finds inspiring) and Uraraka (who she sees as a kindred spirit). Her quirk eventually evolved to copy the quirks of those she transforms into, making her exponentially more dangerous. She is simultaneously terrifying and heartbreaking — a girl who might have been fine if anyone had simply told her she wasn't broken.
