Kai Chisaki is the acting leader of the Shie Hassaikai, a yakuza organization struggling for relevance in a quirk-dominated society. His Overhaul quirk lets him disassemble and reassemble matter at the molecular level through touch — he can destroy a person with a palm and rebuild them from nothing, heal wounds, fuse people together, or reshape terrain. He viewed quirks as a disease and created quirk-erasing bullets by harvesting Eri's blood and body — subjecting a six-year-old to repeated disassembly and reassembly to extract her Rewind quirk factor. His plan was to sell the bullets and the cure simultaneously, cornering the market on quirks themselves. Deku and the heroes raided his compound, and Shigaraki's League intercepted the aftermath — Compress and Shigaraki severed both of Chisaki's arms, permanently destroying his ability to use his quirk. A man defined by control, stripped of all of it.
