Urteau in the post-Collapse era is a city gripped by revolutionary fervor. Quellion, styling himself after the Survivor, has executed the nobility and imposed harsh rule on anyone suspected of noble blood — including skaa with Allomantic abilities, since Allomancy originated from noble bloodlines. The drained canals give the city a skeletal quality, its economic lifeblood literally dried up. Spook arrives here on a mission from Elend and discovers both Ruin's manipulation and his own capacity for leadership. The city's canal system, when restored, becomes its salvation. Urteau represents the dangers of revolution without wisdom — echoing and distorting Kelsier's original message.
