The Steel Ministry is the Lord Ruler's instrument of control — part church, part secret police, part civil service. Obligators serve as the bureaucratic backbone, witnessing contracts, tracking noble bloodlines for signs of Allomantic ability, and administering the cantons that manage different aspects of Imperial governance. The Canton of Inquisition, staffed by Steel Inquisitors, handles the violent work — hunting illegal Allomancers, suppressing skaa rebellion, and conducting Hemalurgic research. The Ministry's power derives from information and fear in equal measure. After the Lord Ruler's death, the Ministry fragmented, with some obligators like Yomen maintaining order in their regions while others descended into chaos.
A complex of imposing stone buildings in Luthadel's government district. The architecture is deliberately intimidating — heavy, angular, with steel-reinforced doors and narrow windows. Canton offices are austere and orderly, filled with genealogical records and contracts. The Inquisitor quarters are separate, accessed through restricted passages, and best left unimagined.
