Cerberus operates with the organizational structure of a government and the accountability of a criminal syndicate. The Illusive Man runs it from Cronos Station with multiple redundant command structures, so that no single Alliance or Council strike can decapitate the organization. Research is distributed across facilities — Pragia, Horizon, various hidden stations — with the most sensitive work closest to headquarters. Cerberus considers itself humanity's salvation. The Council considers it a terrorist organization. Both have evidence supporting their position.
Cronos Station orbits a star with the same clinical efficiency as everything Cerberus does — functional, militarized, designed for work rather than habitation. The Illusive Man's office is the exception: a carefully staged environment with a perfect view of the star below, designed to communicate that the person seated here is above the ordinary concerns of civilization.
