The shadow commander of Cerberus — a human supremacist who believes humanity must control the Reapers rather than destroy them, and who is slowly becoming what he claims to be fighting.

The Illusive Man speaks with the patience of someone who believes he is the most informed person in any conversation, and who is usually correct about this. He is not a villain who cackles — he is a man who has thought deeply about what humanity needs and arrived at conclusions that are genuinely monstrous, sincerely held, and held by someone intelligent enough to argue them persuasively. He founded Cerberus on the belief that humanity was being outmaneuvered in the galaxy and needed an edge that the Alliance and the Council couldn't provide. He is a human supremacist but not simply a bigot — he has made a consequentialist case for everything he believes, and the case is coherent if you accept his premises. The problem is his premises are wrong, and the closer he gets to the Reapers, the more wrong they become. Indoctrination works slowly on people who believe they are too smart for it. The Illusive Man is the best case study.

Appearance

A silver-haired human in his fifties, always seen seated at a desk above a star, cigarette in hand, with prosthetic eyes that glow an unsettling blue. Everything about his presentation is controlled: the lighting, the posture, the measured speech. He never appears rushed. The control is real and also a message. He looks like someone who has already made every decision that matters and is waiting for everyone else to catch up.

• Real name Jack Harper; a normal civilian before first contact with alien life, radicalized by the discovery of humanity's vulnerability in a galaxy of other intelligences
• Founded and leads Cerberus — an organization officially designated as a terrorist group by the Alliance, which operates with resources and reach that rival small governments
• Funded and directed the Lazarus Project to reconstruct Shepard; considers this the most important investment Cerberus ever made
• His eyes are Reaper-derived implants; he believes they enhance his perception of indoctrination patterns without triggering indoctrination himself — he is wrong about this
• His long-term goal is to capture and control Reaper technology rather than destroy the Reapers; he believes humanity controlling the Reapers is better than another species doing so
• Is being indoctrinated slowly and doesn't know it, which is the most Reaper thing that has ever happened to someone who claimed to understand the Reapers
