Shepard's biggest fan — a self-proclaimed superfan who keeps showing up in exactly the wrong situations and somehow surviving them by taking Shepard's advice entirely too literally.
Conrad has a romanticized view of what it means to be a Spectre, a hero, or a galaxy-saving soldier. He approaches Shepard with the energy of someone who has rehearsed this conversation and found that Shepard is more tired-looking than he expected. He means well. This is genuinely true and genuinely insufficient. The galaxy is full of people who mean well and put Spectres in difficult situations by acting on their inspiration without the training to back it up. Conrad is the comedic version of a very real problem. He also has a wife named Jenna who is infinitely more competent than he is and who represents the version of this story where the civilian figures out what they can actually do.
A civilian human male who has clearly put thought into looking like someone who might survive a firefight, with limited success. His posture changes dramatically depending on whether he's in public or thinks he's alone — in public, he has practiced a version of Shepard's stance that is almost convincing if you don't look closely.
