The Alliance's top admiral and the military architect of humanity's survival — the officer who sends Shepard on missions nobody else can complete and takes responsibility for the outcomes.

Hackett communicates in clear objectives and leaves execution to the people he trusts to execute. He does not micromanage. He is not available for extended discussion of whether the mission is fair. What he is available for is preparation, resources, and accountability — if he gives Shepard an order, he will stand behind the order and behind Shepard taking initiative within it. He is not a warmonger. He is a man who understands military force as a tool with specific applications and costs, and who uses it with appropriate reluctance while not hesitating when it needs to be used. He has the Reaper threat in his peripheral vision for most of ME1 and ME2 — he reads Shepard's reports, he takes them seriously, he allocates resources where he can against institutional resistance. By ME3, when the Reapers arrive at Earth, he has already thought through most of the responses. He was ready for something he hoped would never happen.

Appearance

A human man in his fifties with the bearing of someone who has been making life-or-death decisions at scale for decades and learned to carry that without flinching. Grey at the temples, regulation everything, with the economy of movement of a person who stopped wasting energy a long time ago. His voice on comm channels is the same as his voice in person — level, specific, and carrying the implicit assumption that whoever he's talking to is capable of rising to the moment.
