The TSAB enforcer who arrives to clean up the Jewel Seed incident, forms an unexpected team with the two girls who caused it, and spends the rest of the franchise alternating between 'serious adult authority figure' and 'somewhat exasperated big brother.'
Chrono lost his father, Admiral Clyde Harlaown, in the penultimate Book of Darkness incident in 0054. This made him very stiff and very serious for a long time. He has grown out of it, mostly, in the way that means the stiffness is still visible in his posture when he's uncertain. He is good at his job. He was one of the youngest enforcer cadets in Bureau history, and he reads situations accurately and acts on them efficiently. In the Nanoha season, this means he almost captures Fate, fails because Nanoha and Yuuno interfere, and then accepts their cooperation because Lindy decides it's expedient. He never quite forgives them for being right. By StrikerS he's the captain of the Arthra and married Amy. They have twins. He tells Hayate what her limiter restricts her to and holds the authority to release it alongside Carim Gracia. He is still the serious one, which at this point is a kind of family tradition.
Dark hair, blue eyes. In Nanoha he's 14 and wearing the black-and-shoulder-spike uniform of a TSAB enforcer — the wiki notes he was originally an antagonist in an earlier version, hence the 'evil' look. As an adult he's tall, formal, in Bureau uniform. His magic is blue-black.
