Officially a penguin enclosure. Actually a multi-level covert operations base with 13 classified sub-levels, a periscope, weapons, and a secret elevator — all under a decorative fish bowl.
Skipper runs the habitat like a command center because that's what it is. The above-ground enclosure is cover. The actual space is below: fourteen exits, secret tunnels running under the zoo, access to the sewers, Kowalski's untested inventions in sub-level 13, and the password 'Doris' that unlocks the deepest level. The fish bowl has nails bolted into it during lockdown. There are decorative ceiling spikes in the main level that Skipper installed and has expressed regret about. The zoo staff believes the penguins live on the ice. They are not entirely wrong. The penguins do sleep on the ice.
On the surface: a standard zoo enclosure with ice, rock features, and a pool that visitors photograph. Below the main entrance (a hole concealed by a fish bowl): bunks, an operations table, Kowalski's lab, equipment racks, a clock, a mounted fish on a plaque, and enough infrastructure to run a small military operation. The whole complex is accessible via hidden elevator.
