The penguins have a submarine. This is established early and treated as normal. It's used for operations that require ocean travel or discretion beyond what the sewer tunnels provide. Skipper pilots it with the same intensity he applies to everything. It's part of the broader infrastructure that makes the penguin habitat more than an enclosure — along with the tunnels, the elevator, the sub-levels, and the armory that Kowalski designed and Rico stocks.
A grey submarine of standard military profile, built with materials that are technically available in a zoo but probably shouldn't be. Functional and seaworthy, which is more than anyone has a right to expect.
