His method is politics rather than direct combat — he knows he can't win straight fights, so he arranges the conditions to make someone else lose them instead. When Alex returned to the reserve, Makunga saw his opportunity and took it. He's a competent schemer in a limited field. Put him in a room with a motivated old woman and a handbag and he folds completely. Nana caught him at the end of Madagascar 2. The DVD commentary confirms she brought him back to New York in a kitty cage. This is the correct outcome.
