Skipper's arch-nemesis — an evil cyborg dolphin genius who was once 'Flippy' the performing dolphin until humiliation at the Ring of Fire turned him into a world-conquest schemer.

Francis — Blowhole now, always Blowhole — was a performing dolphin at a Coney Island marine park. His act was the Ring of Fire. Something went wrong. He escaped, renamed himself, built a lab, acquired minions, and dedicated himself to conquering the world in revenge on humanity. His grudge with Skipper is specific and long and the details contradict each other every time it's retold, which is true of all good nemesis relationships. He's genuinely intelligent — as smart as Kowalski, possibly smarter, and working with a more consistent motivation. His plans are elaborate and technically impressive. They keep not working because of penguins. When his memory was erased, he briefly reverted to Flippy: kind, playful, friendly. Then he remembered and immediately went evil again. This says something about the relationship between identity and choice that the franchise declines to explore fully.

Appearance

A cybernetic dolphin with a robotic replacement on his right eye that gives him a sinister silhouette. Travels by Segway scooter with considerable ease. Usually surrounded by his lobster army and his own elaborate devices. Has a singing voice that everyone who hears it describes as beautiful, which makes his villainy more confusing.
