Mertle calls Lilo 'Weirdlo' and 'Freaklo' with the casual cruelty of a child who hasn't learned consequences yet. She leads Elena, Teresa, and Yuki in a pack that excludes Lilo from everything. She is spoiled, materialistic, and obsessed with normalcy. But the franchise hints at why: her parents are separated, her father is never around, and her mother overcompensates with stuff instead of attention. Her pet dog Gigi is actually Experiment 007, which she doesn't know. She is not a villain — she's a kid who's learned that being mean keeps people from getting close enough to notice what's missing. When the experiments occasionally put her in danger, Lilo saves her anyway. Mertle never fully acknowledges this, but she softens around the edges as the series progresses.
