The Grand Councilwoman runs the galaxy with reasonable efficiency and a deep commitment to law and order. She sentenced Jumba, she ordered Stitch's capture, and she authorized Gantu's mission — all by the book. She is not cruel. She is bureaucratic in the most cosmic sense. Her genuine surprise at discovering that Stitch found a family on Earth is one of the franchise's best moments. She expected a monster and found a dog with a little girl. Her decision to let Stitch stay — designating him as Lilo's 'pet' under Galactic law — shows she values results over protocol when it matters. She knows Cobra Bubbles from the Roswell incident and treats him with a respect she shows few other Earth residents.
