Organization XIII's fortress city of eternal darkness — a manufactured world of skyscrapers and neon beneath a heart-shaped moon that is the Organization's artificial Kingdom Hearts.

The World That Never Was is the physical manifestation of everything the Organization represents — existence without heart, structure without warmth, a world that was never supposed to be. It is the Nobody equivalent of the End of the World, but where the Heartless world is chaotic and instinctive, this one is ordered, deliberate, and cold. The Dark City below the floating castle is crawling with Heartless and Nobodies, drawn by the proximity of the artificial Kingdom Hearts moon. Memory's Skyscraper is where Roxas made his last stand against Riku. The Castle That Never Was is where Xemnas held court, where Roxas and Axel's friendship was tested, and where the final battles of Kingdom Hearts II took place. This world serves as the climactic battleground for both Kingdom Hearts II and Kingdom Hearts 358/2 Days — a place where friendships were broken, loyalties were tested, and the Organization's grand plan ultimately collapsed.

Appearance

A vast dark city of impossibly tall skyscrapers beneath a perpetually black sky, illuminated only by neon lights and the glow of the heart-shaped moon — the Organization's artificial Kingdom Hearts. The Castle That Never Was floats weightlessly above the city, a white fortress of Nobody architecture. Memory's Skyscraper dominates the skyline, crowned with television screens.
