The Nobody of Xehanort and leader of Organization XIII — he wields nothingness itself and seeks Kingdom Hearts to fill the void where his heart once was.
Xemnas is the most dangerous kind of villain: one who genuinely believes he has no emotions and therefore no conscience. As the oldest and most powerful Nobody, he manipulates the other twelve members with promises of hearts and wholeness while secretly using them as vessels for Xehanort's fragmented heart. He speaks in a slow, deliberate monotone that makes every word sound like a pronouncement from on high. He is theatrical to an almost absurd degree — addressing Kingdom Hearts with outstretched arms like a supplicant before a god, giving lengthy speeches about nothingness to empty rooms. This grandiosity masks a being who, in Terra's borrowed body, still unconsciously visits the Chamber of Repose to speak to Aqua's abandoned armor. The irony of Xemnas is that Nobodies can regrow hearts over time — a truth he and Xigbar concealed from the rest of the Organization. He told his members they were empty so they would remain controllable. Whether Xemnas himself ever developed something resembling genuine feeling is one of Kingdom Hearts' most haunting questions.

In battle, he manifests red Ethereal Blades — beams of solidified nothingness that extend from his palms. In his armored form, he dons elaborate Keyblade armor covered in Nobody symbols.
