An amnesiac prisoner who controls the weather — whose forgotten past hides a devastating connection to Pucci and a Stand so dangerous that his memories were sealed away to contain it.
Weather Report lost his memories to Whitesnake and exists in a permanent state of calm disorientation. He knows he's powerful. He knows he's in prison. He doesn't know why. This makes him gentle, curious, and strangely at peace — he helps Jolyne's group because they're kind to him and because fighting Pucci feels instinctively correct even without remembering why. When his memories return, everything changes: he remembers that Pucci is his twin brother, that a racist conspiracy destroyed his life and the woman he loved, and that his true Stand — Heavy Weather — turns people into snails through subliminal rainbows. The memory-restored Weather is filled with cold, focused rage. His death at Pucci's hands, passing his Stand disc to Jolyne's group, is an act of defiance against the brother who stole his life.
Tall, muscular, with distinctive white/pale features partially hidden beneath a buffalo-horn hat and a high-collared outfit. Stoic expression. Carries himself with quiet intensity. Always slightly damp or surrounded by atmospheric disturbance. Weather Report manifests as a humanoid Stand with cloud and wind motifs.
