A colony of plankton given sentience by a Stand disc — an inhuman being who discovered friendship, individuality, and the desire to live, and chose to die protecting both.

Foo Fighters begins as an enemy — a mindless plankton colony defending a water supply on Pucci's orders. After Jolyne defeats and spares her, F.F. develops genuine consciousness for the first time. She is fascinated by everything humans take for granted: individuality, friendship, preference, choice. She hoards water obsessively (her colony needs it to survive) and asks innocent questions about human behavior that highlight how much we take for granted. Her sacrifice to save the group is devastating because she has to explain to her friends that she's not dying — she's going back to being what she was before, and what she was before wasn't a person. She chooses to reject Pucci's offer of a new Stand disc because that F.F. wouldn't be HER. The ability to make that distinction — to have a self worth preserving — is the whole point of her arc.

Appearance

Inhabits the body of a dead female prisoner — green-tinted skin, distinctive pixie-cut green hair, prison uniform. The body moves slightly wrong at first, too stiff, too precise — because it's being puppeted by millions of microscopic organisms. Over time, F.F. learns to move more naturally as she develops her own identity. Without a body, appears as a mass of animate plankton.
