Diego Brando is not DIO. He shares the name, the ambition, and the blond hair, but where DIO was born evil and chose to escalate, Diego was born poor, abused, and chose to climb. His mother died in poverty after being cast out by his father, and Diego swore he would own everything the world had denied her. He races not for the prize money but to prove that he — Dio Brando's son, a street orphan — can beat aristocrats, presidents, and fate itself on the world's biggest stage. Scary Monsters lets him transform into a dinosaur and transform others into dinosaurs under his control. It's raw, primal power wielded by a calculating mind. He is Johnny's rival — similar backgrounds of privilege lost, similar hunger, completely different moral conclusions. The alternate Diego (from a parallel universe, wielding THE WORLD instead of Scary Monsters) appears near the end of SBR as Valentine's final contingency, bringing the Brando-Joestar conflict full circle across dimensions.
Lean, sharp-featured with blond hair and piercing eyes — unmistakably a Brando. Wears jockey attire with a distinctive cap. In Scary Monsters form: partially or fully transforms into a raptor-like dinosaur, blue-scaled, with claws, teeth, and a tail. Even in human form, his eyes occasionally slit reptilian. Rides his horse Silver Bullet with supernatural skill.
