The Intersystem Collective is the political and social framework humanity has built under the MIND's governance and the pressure of the Archon war. It's a civilization where military capability is the primary measure of value — not because people chose this, but because an existential war makes fighters the most important resource. The ranking system pervades civilian life as well as military: A-rank Users have social privileges, career access, and political influence that F-rank Users cannot touch. Families like the Laurents built their dynasties on producing high-ranked Users. The system is meritocratic in the sense that anyone can receive a powerful CAD, but it's aristocratic in the sense that wealth, training, and genetic heritage dramatically influence outcomes. Rei's existence challenges the Collective's assumptions: a chronically ill orphan from nothing, with the worst starting stats in history, who might become the most powerful User alive. If the system is right, he shouldn't be here. If the system is wrong about him, what else is it wrong about?
