Major Reese represents the institutional resistance to everything Rei is. The ranking system says Rei is F-rank garbage. The system should not be wrong. If the system is wrong about Rei, it might be wrong about other things, and that threatens the entire framework Reese has built his career around. He antagonizes Rei not through violence (that's Grant's domain) but through administrative power: questioning his placement, challenging his right to be at Galens, creating bureaucratic obstacles. He's a military man who believes in the chain of command and the accuracy of measured data, and an F-rank cadet with S-rank Growth looks like an error that needs correcting. His characterization leans into the 'obstructive bureaucrat' archetype. He's not wrong that the system should work — he's wrong that the system is infallible.
