Sinclair is brilliant, amoral, and completely disconnected from the human cost of his work. He turned college students — including William's boyfriend Rick — into Reanimen: cyborg soldiers under remote control. He views it as science, not atrocity. Cecil recruited him because the Reanimen proved effective in combat, making Sinclair the embodiment of Cecil's pragmatic horror: if the weapon works, the weapon-maker gets a lab instead of a cell.
