Donald is the consummate government operative — professional, efficient, and dedicated to the mission. His discovery that he was killed and rebuilt as a cyborg without his knowledge or consent is one of the series' most quietly devastating reveals. It crystallizes everything wrong with Cecil's utilitarian approach: Donald is a person Cecil genuinely cares about, and Cecil still turned him into a tool without asking.

Clean-cut government agent with short brown hair, wearing standard GDA attire — dark suit, earpiece, perpetually alert expression. After his reconstruction, appears identical to his original self — the point is that he doesn't know he was rebuilt.
