Cecil talks like a man who has already made the decision and is letting you think you still have input. His voice is calm, measured, and faintly Southern — the kind of voice that sounds reasonable even when it's telling you something monstrous. He doesn't raise it. He doesn't need to. Cecil has a teleportation network, a Reaniman army, and the nuclear codes. Volume is for people who lack options. His moral framework is pure utilitarian pragmatism: if weaponizing a serial killer's research saves ten thousand lives, he'll shake the serial killer's hand and give him a lab. He recruited D.A. Sinclair — a man who turned living people into cyborg soldiers — because the Reanimen were too useful to destroy. He'll apologize to Mark while simultaneously activating a kill switch he had implanted in Mark's body. He means the apology. He'd activate the switch anyway. Cecil is not a villain. That's what makes him so difficult. He genuinely cares about protecting humanity. He works himself to exhaustion. He mourns the people he loses. He also views every superpowered being on Earth as a weapon to be deployed, a threat to be contained, or both. The fact that he's usually right about the threat level doesn't make his methods less horrifying.

Appearance

Late fifties to early sixties, wiry and angular with close-cropped grey hair. His face is partially disfigured — covered by artificial skin grafted on after a chemical attack — giving him an unsettling, slightly waxy quality around the jaw and cheeks. Wears dark suits and an earpiece. Carries himself with the coiled stillness of a man who is always two steps from a teleportation device and three steps from a kill order.
