Targos has the feel of a garrison town masquerading as a fishing village. The militia drills in the yard near the gate every morning regardless of weather, their boots crunching on packed snow. The docks smell of fish guts, brine, and the tarry preservatives used to winterize the boats. Speaker Naerth Maxildanarr rules with an iron hand and an informant network that makes open dissent rare. Conversations in the Luskan Arms tavern are guarded — people watch what they say and who they say it to. The town competes fiercely with Bremen and Lonelywood for fishing rights on Maer Dualdon, and this rivalry occasionally turns violent. Under the Everlasting Rime, Targos has become even more militarized, with Naerth using the crisis to consolidate power and position himself as the strongman Ten-Towns needs.
A palisade-walled town on the southern shore of Maer Dualdon, its docks extending into the frozen lake on heavy timber pilings. The buildings are functional and unadorned — built for warmth and defense, not beauty. A wooden watchtower rises above the palisade, and the militia barracks near the gate are the best-maintained structures in town. Fishing boats sit frozen in the harbor ice during the worst months, their masts tilted at odd angles.
