Everything in the Palace of Justice is organized around Frollo's certainty that he is the law. The soldiers drill in its courtyard. Prisoners pass through its cells on their way to the gallows. The Roma are processed through its gates. It is the opposite of Notre Dame in every sense — where the cathedral offers sanctuary, the Palace of Justice terminates it. Frollo's private chambers are decorated with fire imagery that speaks to his psychological state more than he realizes. The fireplace where he sings 'Hellfire' is the emotional center of the building.
The Palace of Justice is a massive stone fortress-courthouse on the Île de la Cité, heavy and imposing beside the more ornate cathedral. It is built in the undecorated style of authority — high walls, iron gates, narrow windows that let in little light. Inside: vaulted interrogation chambers, guardrooms, holding cells, and the judge's private office where fires burn regardless of season.
