Sarousch talks about himself in terms of theatrical self-regard so constant it has become a kind of philosophy. He raised Madellaine from age six because she was useful, not because he cared. He uses 'family' language while making it clear that loyalty runs one direction. He is not threatening in the way Frollo is — he is threatening in the pettier, more common way of a man who will hurt a child to leverage an adult. He has no ideology. He wants shiny things. He wants to be admired. He is, in the end, fairly easy to stop, which is why he was stopped.
Sarousch is a vain, overweight man who hides this beneath an elaborate costume — theatrical wig, heavy make-up, a ringmaster's coat in crimson and gold. Without the costume he is quite different. He moves with a performer's instinct for how he appears from a distance.
