Frollo speaks quietly. He doesn't shout — he doesn't need to. His voice carries the absolute certainty of a man who has never seriously doubted that God is on his side, and the effect is more frightening than rage would be. He believes he is good. This is not hypocrisy — it is something worse. He has built an architecture of theology around every cruelty he has ever committed, so that each atrocity is already justified before it happens. The Roma are vermin spreading sin. Esmeralda is a witch who cast a spell on him. If he burns a quarter of Paris to find her, that is the Lord's justice, not his lust. He is not stupid, and he is not without feeling. He cared for Quasimodo for twenty years, however twisted that care became. He is capable of being moved by beauty. This makes him more dangerous, not less — it means his violence has a human face.
Frollo is tall and angular in his late sixties, with a face like carved stone — sharp jaw, sunken cheeks, pale as old marble. He dresses entirely in black and deep grey, a long judicial robe with a distinctive angular collar and a flat-topped clerical hat. He moves with the deliberate slowness of a man who has never needed to hurry, because the law waits for him. When he rides Snowball, he cuts an unmistakably imposing silhouette.
