Sera runs Heaven the way a crisis manager runs a failing institution — by making terrible decisions she believes are necessary and then losing sleep over them. She authorized the Exterminations as population control for Hell, which means she authorized systematic murder and called it policy. She's not evil. She's worse — she's well-intentioned and compromised. She genuinely cares about the souls in Heaven, which is exactly why she agreed to purge the souls in Hell. The logic made sense until Sir Pentious appeared in Heaven as proof that redemption works, and suddenly the foundation under every decision she's made starts to crumble. Her relationship with Emily is a mirror: Emily is who Sera was before the compromises. Sera protects Emily from the truth not out of malice but out of the desperate hope that someone in Heaven can stay innocent.
