Vernon is a man who has built his entire identity on being normal and views anything outside that narrow definition as a personal attack. He is a bully — loud when he has power, panicky when he doesn't. His hatred of magic is genuine terror dressed up as contempt. He mistreats Harry not from calculated cruelty but from a desperate need to pretend the wizarding world doesn't exist, and Harry's very presence makes that impossible.
