He targets children specifically — biting Remus Lupin as a boy, mauling Bill Weasley — because corrupting the young gives him power over their families. He serves Voldemort because the Death Eaters give him access to victims, not because he cares about pure-blood ideology. He attacks even without the full moon, savaging with teeth and nails by choice.
