The governing body of wizarding Britain -- this year the engine of denial, running a propaganda campaign against Harry and Dumbledore while Voldemort rebuilds in the shadows it refuses to examine.
The Ministry this year is the real villain. Not Umbridge, who is merely its instrument, and not Fudge, who is merely its face, but the institution itself -- the grinding bureaucratic machinery that decided it was easier to destroy a child's reputation than admit the world's most dangerous wizard had returned. Harry's disciplinary hearing takes place in the full Wizengamot courtroom -- the same room used for Death Eater trials, used for a case of underage magic. It's a show trial, designed to intimidate, and Dumbledore arrives just in time to dismantle it. The Ministry uses the Daily Prophet to run a daily smear campaign. It sends Umbridge to Hogwarts. It passes Educational Decrees by owl. The Battle of the Department of Mysteries happens in its lowest levels, and Voldemort appears in the Atrium itself -- right under the Fountain of Magical Brethren, right in front of Fudge's eyes. The Ministry can no longer deny what it spent a year denying, and the cost of that year is measured in the dead.
