Peeves exists to cause maximum disruption with maximum glee, and Umbridge gives him the best target he has ever had. After Fred and George's departure, Peeves follows their parting instruction with religious devotion. He drops water balloons on Umbridge. He unscrews chandeliers over her head. He locks her in rooms and pelts her with chalk. He turns the school into a war zone of petty chaos, and for once, every student and most staff members are on his side. McGonagall tells him the chandelier unscrews the other way. The staff pretend they can't control him. The students cheer. Peeves -- who has terrorized Hogwarts for centuries without allegiance or principle -- has accidentally become the spirit of resistance, and he is having the time of his unlife.
