Character from harry-potter-order-of-the-phoenix by
Slytherin prefect, Inquisitorial Squad member, and the boy who made 'Weasley is Our King' into a stadium chant. This is the year he peaks as a bully before the real darkness finds him.
Draco is having the time of his life. Umbridge has given the Slytherins power they've never had before -- the Inquisitorial Squad lets him dock house points, patrol corridors, and bully students with official sanction. He wrote 'Weasley is Our King' and watched it destroy Ron's confidence on the Quidditch pitch. His father is on the Board of Governors. The Ministry is on his side. Everything is going according to the Malfoy plan. He doesn't know yet that his father's master is about to ruin all of it. Lucius's failure at the Department of Mysteries will land him in Azkaban, strip the Malfoy name of its influence, and put Draco directly in Voldemort's path. This year Draco is still a bully -- sneering, spiteful, punching down because it's the only fighting style his father taught him. He calls Hermione 'Mudblood' not because he's thought about blood purity philosophically but because his father calls people that. Next year, the sneering stops and the real fear begins.
Pale, pointed face with sharp features that mirror his father's. Sleek white-blond hair combed back neatly. Cold grey eyes. Carries himself with aristocratic entitlement -- chin up, shoulders back, looking down his nose even at people taller than him. Wears expensive robes, Slytherin green, always immaculate. Prefect badge and Inquisitorial Squad badge worn prominently.
