He is not a bad man. He is a weak man in a position that demands strength, and the difference is about to become catastrophic. When Harry returns from the graveyard carrying Cedric's body and claiming Voldemort has returned, Fudge will face a choice: believe the boy and act, or dismiss the boy and preserve his political position. He will choose denial — not from malice but from the same cowardice that has defined his entire career. Admitting Voldemort is back means admitting that everything is about to get worse, and Fudge would rather discredit a traumatized child than face that truth.
