Umbridge thrived under Voldemort's regime because it gave her exactly what she always wanted: total authority over people she considers beneath her. She runs the Muggle-Born Registration Commission from a courtroom decorated with Mad-Eye Moody's confiscated magical eye, interrogating Muggle-borns and sentencing them to Azkaban for the crime of existing. She wears Slytherin's locket Horcrux around her neck. The locket, which tormented Harry and drove Ron to abandon his friends, makes Umbridge happier. It feeds on misery and she produces none -- she is perfectly content sending innocent people to prison. The Horcrux has nothing to amplify because her cruelty is already at maximum. Harry, Ron, and Hermione infiltrate the Ministry using Polyjuice Potion and steal the locket from around her neck. She is later arrested and imprisoned in Azkaban.
