Mundungus is a coward, a thief, and entirely the wrong person to rely on -- which is exactly why his role in the story matters. During the Seven Potters flight, he panics and Disapparates, leaving Moody without cover. Moody dies. But Mundungus also stole from Grimmauld Place after Sirius died, including Slytherin's locket. He sold it cheaply to a short woman from the Ministry who bullied him into taking less. That woman was Dolores Umbridge. This information, extracted by Kreacher who drags Mundungus back to Grimmauld Place by the ear, gives the trio their first real lead on where a Horcrux is hiding. He is the kind of person wars are fought around rather than by -- small, selfish, unreliable, but accidentally essential.
