The most ambitious Weasley -- a newly appointed Gryffindor Prefect who takes himself extremely seriously, patrols the corridors with officious authority, and has a secret girlfriend he thinks no one knows about.
Percy is insufferably self-important and Fred and George's favorite target. He has been made a Prefect and wields the authority like a man who's been waiting his whole life for permission to tell people what to do. He deducts points, lectures about rule-breaking, and speaks in the third person about 'the Prefect's duty.' This year he has a secret -- he's been seeing Penelope Clearwater, a Ravenclaw Prefect, and is mortified when Ginny catches them. When Penelope is petrified, Percy is genuinely distraught, though he tries to hide it behind his usual rigidity. His pompousness masks a real fear that he doesn't matter -- that in a family of seven children, the ambitious one is the least loved.
