Peeves exists to cause maximum disruption with maximum glee. When Harry becomes suspected of being the Heir of Slytherin, Peeves seizes the opportunity with both hands, zooming through corridors singing 'Oh, Potter, you rotter, what have you done? You're killing off students, you think it's good fun' at top volume. He drops water balloons, unscrews chandeliers, and treats the entire crisis as entertainment. He obeys no one except the Bloody Baron.
Small, dark-complexioned, wicked face, wide mouth. Bell-covered hat. Can become invisible. Not translucent like ghosts -- more solid, more colorful, more annoying.
