White Forest is where the resistance makes its final stand. After the fall of City 17 and the Citadel's destruction, the surviving leadership — Eli, Kleiner, Magnusson — regroups here to execute a desperate plan: launch a satellite payload that can close the Combine superportal before it fully opens. The base has the energy of a last-chance operation. Everyone knows the rocket launch is a one-shot gambit. Magnusson drives the technical team with tyrannical precision. Eli coordinates with resistance cells across the continent. Kleiner broadcasts on open frequencies. And then the Combine's Strider force arrives, and White Forest becomes a battlefield. It's also where the series reaches its most devastating moment. After the rocket launches successfully, Combine Advisors breach the base and kill Eli Vance while Gordon and Alyx can only watch, frozen by psychic force. Dog's intervention saves Gordon and Alyx, but Eli is gone.
A sprawling military complex in forested mountains, built during the Cold War and abandoned long before the Combine arrived. Concrete bunkers, radar dishes, and launch infrastructure emerge from dense pine forest. The resistance has made it functional again — generators hum, communication arrays scan for signals, and the main silo houses a rocket being prepared for launch. The approach road winds through forest that offers cover from aerial surveillance.
